Noisy Ground Plane

An issue with 128s is the noise on the ground plane, what causes the noise, is it just having too many chips, it is one chip in particular?

Chips are no the cause of a noisy ground plane (well, they are generating the noise but good PCB design and proper decoupling will take care of that noise). You need to keep in mind that to save on cost, the C128 is a 2 layer board, so there is not a dedicated ground layer, the ground plane is divided all over the place by the signal and power traces. So the noisy ground plane is probably cause by not many little things here and there all over the board that add to each other.
